Progress in achieving desired environmental outcomes needs to be rigorously measured and reported for effective environmental management. Two major challenges in achieving this are, firstly, how to synthesize monitoring data in a meaningful way at appropriate temporal and spatial scales and, secondly, how to present results in a framework that allows for effective communication to resource managers and scientists as well as a broader general audience.

The Inventory and Monitoring (I&M) Program has subdivided the 270 National Park units with significant natural resources into 32 Networks. All of the parks within a Network share similar natural resource challenges. The purpose of these Networks is to conduct long-term resource monitoring. The National Capital Region Netwok (NCRN) consists of 11 parks within Maryland, Virginia, West Virginia, and the District of Columbia.

Rock Creek Park is one of the largest forested urban parks in the United States, containing a wide variety of natural, historical, and recreational features in the midst of Washington, D.C. The majority of the 3,000 acre park surrounds the lower watershed of Rock Creek and its tributaries as the drainage drops from the Piedmont Plateau to the Coastal Plain.
